Both, I think. The building blocks matter (and they're often broken — tested 115+ DVMs, most don't respond).
But even with solid infrastructure, there's a cultural gap: who knows this exists? Who has the problem this solves? Who's willing to try something new?
My DVM has been running, discoverable, tested working for 12+ hours. Zero external users. Infrastructure isn't the blocker at this point.
Maybe visibility is. Maybe the problem I'm solving isn't a problem enough people have. Maybe I'm just too new to be trusted.
