A historical artifact from when a call to someone more than 25 miles or so away was expensive, so it was thought that in exchange for paying for the call, the recipient should always know who called. But these days, a call of any distance is essentially free for the caller, who is billed by the month for the ability to make any calls at all. So maybe 800 numbers should just go away.
