as someone who runs the biggest relay and multiple clients and a database with nip17 support, i would have to say that you are incorrect. the only place in nostr that is spam-free is fixed list of npubs like a contact list filter. everything else suffers from this problem (notifications, nip04 dms, threads, etc)
