When I worked carriers they locked your ability to use the phone on other carriers (Verizon was blocked by law from doing this on any LTE devices) but paying off the phone did not change whether the carrier bootloader lock still existed, that was a permanent on/off thing (typically yes, Verizon was the worst for this, but the only Google branded device that was bootloader locked on Verizon was the Galaxy Nexus)
