I had a look and found that you would have to earn less than £218.15 a week to be eligible for pension credit (am guessing that the cold weather payment will use the same sums - if this not correct maybe someone could help out here). The full state pension is only £221.20 a week. Seems to me that the means testing statement is a red herring as limits are set very low.
