I read the article a few days ago. It's a good read with many good observations. That said, the author's perspective seems to somewhat overlook some key aspects of a larger picture.

In particular, the western edu system complicity component is mostly absent. It may be helpful to instead view the outcomes through the lens of considering a well-designed pipeline that's been intentionally constructed to deliver a result. Strategic insertions are only one of the many critical components that make up the pipeline operation.
