The sad part is that the loudness war hasn't completely gone away. In a perfect world dynamics would be valued, but in practice your song will shrink into the background if it's clearly quieter than others in a playlist.
Spotify will normalize to -14 dB, but not always. Users can turn off normalization in the app and the web player never normalizes. Popular songs by Taylor Swift etc can be at -6 😮. My latest uploads have been around -8.5 dB.
