That is insane thing to say to be honest because what are you talking about? Every single chat apps is bootstrapping from phone numbers in your contact still, if not actively adding new contacts to your contact list too. I mean every single WhatsApp or Signal user is a contact number. And no numbers are not for KYC they are for spam ... You can do the same thing with email because any email service that onboard too many spam get black listed which destroys spam in mass .. in fact that is why phone numbers from countries that don't have strong rules on identity enforcement get black listed too, not for KYC, but for fighting spam effectively.
