ICE would have a lot of trouble stopping cars on the way out of the stadium in a state where it is now nearly impossible to get drivers to stop for pedestrians at marked crosswalks. Seriously though, with their lack of uniforms and IDs, I'd classify them as "a homeless person asking for a handout at best and a carjacker at worse". Or as a new incarnation of one of the squeegee guys who were bothering drivers in New York City.
