I believe Apple broke its Lost Mode for Macs requiring a separate passcode for unlocking back when they released Monterey. When I mark either of my Macs as lost, they immediately restart into Activation Lock mode—no code requested to set and no code required (besides a startup account’s password). Apple’s documentation states clearly that you have to set a code:
