Don't know where you got that figure from. According to Crisis long term unoccupied is 265K for various reasons. Due to the nature of this organisation they are unlikely to understate the actual number.
In any cases in some places there are local measures to bring unoccupied properties into use like double rates on second homes in Shropshire.
