Yes of course, but my comment still stands. I strongly agree that the whole world should focus most strongly on their most geographically immediate threats, where they have the most chance of comprehension and influence. But that in no way alters the fact we all may be more successful if we all cooperate on economic and digital service sanctions, arrest warrants, etc.
