That quote is interesting. "Legally obligated" under what jurisdiction? Switzerland? Because in the US, a foundation can change its purpose pretty much at will, and to any arbitrary purpose that fancy's the will of the board. See, for example, the Mozilla Foundation, or the EFF. In those cases, there was no guarantee at all that they'd stick to their original purpose. And as we have seen over the last 25 years, they have not.
