Oh right, a 9V clock. Everybody knows you need a 9V clock. Silly me.
Rather than do any boosting, I suppose this code generates an inverted clock, which passes through an open-collector inverter with its outputs pulled up to 12V.
There are solder pads you can bridge if... like the driver is struggling to pull down the output clock line you can gang up three drivers?
I don't know enough to call this sketchy but I think it might be sketchy.
