No it hasn't.
Bip110 has soft forked and stalled, it's a parallel chain, it's still the same coin.
Bip110 and non bip110 are both still Btc coin.
What Luke is creating is a completely new hard fork based on a change to the mining algorithm.
It has nothing to do with the stalled out bip110 soft fork. (If bip110 does hardfork I think it's better off without Luke being involved anyway)
