Do it. Shut the government down - but make it permanent this time. End it.
No more Congress filled with ancient millionaires; no more corrupt courts; disband the World Police (military). Get rid of all of it. Replace it with something that actually functions for the people. Make Luigi our first prime minister to signal where things are going.
Or, make 50 new countries. Having 35 crazy, dysfunctional countries and 15 sane, functioning ones would be better overall. The 35 would fail soon enough.
