The idea that “all people who belong to some demographic group—all the people of a national group, or a religion, or speakers of the same language—belong under the rule of the same state” emerged out of 19th century liberal nationalism.
It reached its abysmal conclusion with Nazi Germany and its “ein Volk, ein Reich” bullshit.
No, people do not automatically belong to some state because they are members of some arbitrary group. No, not state has the right to invade and annex people because they share some arbitrary quality with the rulers of that state.
