My first thought is some sort of steak or treat that is poisoned for dogs only.

Accidentally drop it in a know area the dog walks that is public.

If you need plausible deniability have a local friend who doesn't live in the neighborhood drop the meat off in the public area.

Dog eats steak/treat and public nuisance to neighborhood goes away.
