it's interesting that the hubris of the Treasury is that it should decide policy, rather than Ministers. Seems to me that perhaps it's should remember it's role is to fund whatever the Crown in Parliament decides and advise ministers if it needs more funds, and suggest ways they could raise it within the policy guidelines the crowns ministers have set out.
Something I suspect ministers rarely do these days.
