Old Cobol isn't necessarily spaghetti. Lots of Cobol was done using Jackson Structured Design. With proper variable names it should be very clear what it's supposed to do, which was really the point of Cobol. I'd be interested to see the business case for replacing it.
Atlas Saturn rockets never had a launch failure even during testing despite primitive IT. SpaceX replacement has had 7 failures in a row despite the latest IT.
