From the BBC's perspective you are at one of the VPN providers. But it could still be that your VPN provider isn't investing in connectivity to the BBC. Or the BBC is not investing in connectivity to them. Giving you shitty quality could be the outcome of many things, including not wanting to block VPN providers but still discouraging viewers from outside of the UK. Not sure if you still pay the BBC license fee ;-)
