2003 when ICE and the Department of Homeland Security was created, there were a lot of articles about the dangers of such institutions - especially because they were given justifications to ignore legal restrictions that apply to other executive authorities. A lot of them pointed out the similarities with the Gestapo and the only thing why it isn't that is there's no Nazi in charge who uses its powers this way. Neither Dems or Reps changed this.
