Time for me to repeat my request that all taxation be collected by the smallest unit of government, with precepts set by both central and regional governments, to find their activities. The administration could be part of the national government precept, together with a needs based adjustment fund so richer areas pay more to support poorer areas. Then the broader shoulders will carry more of the burden.
