I think the "app steals data" scheme was easy in earlier Android versions because nobody checked the permission list before installing. IMHO recent android versions improved the sandbox to make this harder, because they now ask the user to confirm the permission when it is first used, so it's more obvious to the user. The "ad ID" is somewhat of a hidden exception though and clearly a conflict of interest on the Google side (Apple has a similar issue BTW).
