a cynical person might conclude that they just use journal impact factor (in fact a post-hoc analysis of a previous REF suggests that if they had done exactly that, they would have got the same outcome!). Folks on the panels say that they use a range of metrics, e.g. imagine a paper in a low-IF journal but is highly cited.
It is to some extent correlated: a Nature paper is likely to be a 4* paper because the panel can easily see that. But a Nature Comms paper can be amazing or meh…
