Yep, the TP-Link integration in HA provides local control for Kasa devices. It's been pretty reliable for my old Kasa smart plugs, but less so for the one newer Matter-compatible switch I have. I think that's more of a Matter issue than anything, because it works just fine when I just add it via the normal Kasa app.
