It is what happened! The Balfour declaration was a British Government commitment to Lord Rothschild to commit to giving British Palestine to zionists and this was 1917! And the National Socialists had the Haavara Agreement which allowed jews to leave Germany AND get there money and property back in Palestine (hardly a genocidal agreement)
