Yeah it's a soft fork, meaning it is a tightening of rules.
That means:
Our chain is technically valid to core nodes
Their chain is not valid to our bip-110 nodes.

Now from a miner's perspective, why would you ever risk mining on the chain that can be deleted if it ever falls behind the bip-110 chain. All your work and rewards would be deleted. (Also there's the side risk of mining a CSAM block and having a legal nightmare, but people don't like to speak about that for some reason).

Basically, if the majority of the miners do not comply with bip-110s rules, all we need to do is chug out 1 difficulty adjustment worth of blocks, difficulty will become way lower, it will be much easier to churn blocks out on our chain, we will overtake their chain. Any foolish miner loses like a month worth of mining rewards.
