You know I have to check the settings on my server but I think I remember the RasPi 4 is set to Renderdistance 64 too. Although that is just the amount of chunk files the server sends to the clients. Vanilla minecraft doesn't go all to hard on core usage, so it's probably the plugins that creates the load. May I ask what you're loading?
