I was struck by a recent comment that "if libraries didn't exist, then proposing them in the modern day would seem utopian."

As Fisher said, dismissing an idea by calling it utopian isn't a judgement on the practicality of the idea so much as a judgement on the imagination of the speaker. Many good ideas seem utopian and then work.
