It should be part of the nostr equivalent of openstreetmap.
I wouldn't make an app for it, I'd just make sure there's a data category for it in whatever map apps develop on nostr.
Or I'd make an app for it if I happened to feel like making a whole nostr version of Google Maps at the same time
