My first recommendation is draft this as a soft fork rather than hard fork.

While I appreciate your argument of blind forks, I feel those arguments should be distinct from this proposal. Furthermore, writing and framing this as a soft forks will be important in having this reach consensus.

At the technical level, the same intention should be held. Simply restrict rules to enforce bit price conservation. I wouldn’t remove code that would require a hard fork.
