regarding the second paragraph, that is a shockingly common misconception, pubertal sex hormone levels are actually roughly the same as in someone's 20s or so (though they can start to drop significantly after that), if anything they're probably even *lower* in early puberty (which 14 often is) than someone's 20s
the reason that misconception is so common is probably just that people are *less used to* normal levels at the start of puberty, so someone's perception of their level decreases after a few years as they get more used to them, even though the levels themselves stay basically the same until much later
