Me too, but websites target greater demographic and if it's something non-technical, most would likely be happy with such a default no matter what language they have set in the browser.
Web is already broken in more ways than one: some things get implemented for convenience, then get exploited and a hack appears to fix it. It carries all this luggage of legacy cruft based on practices that worked at some point and no one dares to throw this all away and start from scratch in a more consistent manner 🤷
