I ordered two older CPUs - the Intel Xeon E3-1225 v2 - as they should work fine in the Dell Optiplex 3010. I am going to be doing a lot more testing on upgrades and options for this computer.
If it takes a Xeon processor, it should also work with ECC memory, which would make it even more server-like. I will be testing that.
Of course it will work fine as a server without a Xeon and ECC memory, as I have ProxMox running on a similar machine with an Intel i5 and regular memory and it works fine.
