If you're going to share panels, and be able to drag them out to their own windows. The way I see it, you only have 3 options:
1. detail/outline panels show the latest document/object you selected
2. each panel has a context associated with it that can be set/locked by the user
3. same as 2, except the document context can never be changed.
And you could do things like the document context could be set automatically if you dock in a particular document window
