I guess its reasonable to accept that some people will need assistance no matter what accomodation is made, however that is at one extreme. For others a small adaptation makes things accessible for more people and not just those with disability. A for instance is not using 2 inches of chippings on a path not only helps wheelchair users but also families pushing pushchairs just as alt text on here gives us all more info not just the visually impaired.
