The “File” menu was originally designed for word processors and the like, where “Print” would by default print the entire contents of the file you're looking at.
In my opinion, browsers and other non-file-oriented apps should rename “File” to something more appropriate.
Also, “File”, if it exists, should only contain items relating to the current file. Anything else, like quitting the app, belongs in a different menu (such as a separate app menu, like you'll find on macOS).
