Sounds a typical DH approach. Delay making it possible to appoint the needed qualified people so as to save cash this financial year. Of course the treatments required become more extensive so each one costs the purse more, but never mind the suffering "We've got to balance the books!"
Sometimes it think DH should be renamed Department for Extending Suffering, but I believe DES is already occupied....
