Good top-level analysis and spot on with respect to the fact that markets will only make the problem worse (like they already have).
However, I tend to rate Trenberth highly but was gobsmacked that an atmospheric scientist would suggest that small wind turbines mounted on residential roofs are a good idea from an ROI standpoint. They're really, emphatically not, unless you live on a ridgeline with no other trees or buildings nearby. And in that case, the noise transmitted into your living quarters will drive you around the bend and make you wish you had put the thing on a tower like normal people do.
