It means that every merchant in Europe who has a card terminal currently pays quite the %age in commission fees to Visa/Mastercard/such, so a small French bakery might refuse card and accept only cash instead. They can't. That's illegal.
Have frens who had to close their bakery coz the commission fees on small, daily bread items were so high that they compounded over the fiscal year yileding a net loss, that they weren't willing to absorb into their 3rd year of operation.
