Communism didn't fail enough times already I guess. Democracy is a failed concept as well. If you make it democratic, eventually the people that want to be in power will get that power. And those people are almost never neutral. I don't need some random freaks to tell me "Ackshually chuddie, you can't say that on the Internet." Which is worse than status quo as at least now you have more than one tier 1 ISP, under your proposal you either have one, or many that eventually all converge on the same anti-neutral stance anyway.
So absolutely not, I would rather have the Internet controlled by 5 billionaires that at least pretend to care about being neutral when you give them money in exchange for peering. Than a bunch of control freaks whose goal is to have power over everyone.
