Arguably, preventing a citizen from voting does _more_ damage than letting a non-citizen vote. If someone who's been living here for 10 years, earns a living, and pays taxes gets to vote, what's the harm? If someone who's been living here a whole lifetime, earns a living, and pays taxes is prevented from voting, I'd say that's worse.
