You can make all the assumptions you want; thinking I regard it as necessary, thinking I'm arguing in bad faith, assuming my position on costs versus benefits. Assuming that other people think things you disagree with is a much more efficient way of dismissing them than, you know...asking what they think. As long as your priority is "dismiss anyone who even might disagree with you" instead of "have actual conversations", you're being very efficient.
