The whole point of anarchism is to distribute power so it can't form a power vacuum.
The issue is that governments don't actually prevent the cold hearted narcissist from doing what they want, but do prevent regular people from doing anything about the cold hearted narcissist.
Evidence shows that the vast majority of people are collaborative and prefer to help rather than hurt, which we see all the time in the aftermath of natural disasters. The "looters" are really just people bypassing capitalist chains by distributing goods that are already on location without charging money. The entire narrative that people are bellicose by nature is a fiction designed by those in power.
