It's not really about who "has kids" or who has raised kids--
Childless women shouldn't be able to vote because they are not doing the only thing women are supposed to do. Women outside the lines have the wrong values.
In this view there is no contradiction in not supporting IVF. As, one conservative pastor said "they wouldn't need IVF if they got married young." IVF helps older women.
This is also why a gay man with kids also doesn't count.
It's consistent.
