If you can capture an intact machining shop and have the people/resources to staff it, the technological capabilities of your group just increased tenfold. Capture enough- and have the resources and technical knowledge to assemble certain things, and you're able to go toe-to-toe with state backed actors, at least on some level.
One of the biggest reasons ISIS did so well in the middle east was they were able to capture industrial centers and hijack them into making mortars, explosives, ect.
There's a huge difference in capability between 50 dudes with ARs, and 50 dudes with some level of combined arms via crude mortars, drones, grenades, ect.
