Monero devs understood years ago that the only way to prevent centralization is to have a mining algo so complicated that it can only be performed on a full-featured CPU. No way to pair the chip down into a more efficient ASIC. Anitmain tried selling a Monero "ASIC" for a while but it was just a 8-socket motherboard with 8 server CPUs and sufficient RAM and it wasn't really more economical than just building your own efficient servers.
