Might be, but the main purpose of a Vornado is to circulate the air so that the temperature evens out.
In my office, I have AC through a vent but that doesn’t really hit me where I sit - particularly given the heat around me from computer/monitor/me, etc. The Vornado keeps the air moving so I stay cool but I don’t have to actually aim it at me.
If you can get a window open at either end of your flat, one Vornado aimed IN from the outside might be enough?
