I recall an instance similar to this (from memory, years ago, may be wrong) where someone added something like "may not be used by the government of South Africa" as a condition, because it was during apartheid times.

Now it's not those times any longer, but the ZA government still technically can't use that code.

(I know it's not quite a "for a use" condition, but close.)
